MACRA final rule exempts one-third of Medicare physicians from MIPS Nearly a third of Medicare physicians could be exempt from Medicare's new merit-based incentive payment system (MIPS) under the final rule implementing the Medicare Access and CHIP Reauthorization Act (MACRA).
